Cut the chicken into bite-sized pieces. Season with salt and pepper. Marinate for at least 15 minutes.
Heat the cooking oil in a pan or wok over medium-high heat. Add the chicken and stir-fry until cooked through and slightly browned. This should take about 8-10 minutes. Remove the chicken from the pan and set aside.
Add the minced garlic to the pan and cook until fragrant and lightly golden, about 1 minute. Be careful not to burn the garlic.
In a small bowl, whisk together the soy sauce, fish sauce, and sugar until the sugar is dissolved.
Return the chicken to the pan. Pour the sauce over the chicken and garlic. Stir well to coat everything evenly. Simmer for about 2 minutes, or until the sauce has thickened slightly. Garnish with chopped green onions.
For a spicier dish, add a pinch of red pepper flakes or a small diced chili pepper along with the garlic.
If the sauce is too thick, add a tablespoon of water to thin it out.
